Provisional data shows a 12 percentage point drop in NCEA Level 1 attainment. Education Minister Erica Stanford attributed the decrease to stricter literacy and numeracy requirements and changes in student participation. NZQA is also changing how it reports Level 1 results as more schools opt out of the course.
