A coroner has ruled that a house fire in Manapouri last July was accidental. The blaze, which potentially started when a heater ignited bedding, killed 47-year-old Kellyanne Kemble and 11-year-old Kelly Kerr. There were no working smoke alarms in the rented property at the time of the incident.
